Putting pen to paper yesterday, Governor Tom Wolf signed two new police reform bills into law. The two bills both passed unanimously in the Senate and were described by Attorney General Josh Shapiro as setting Pennsylvania apart from other states. The first of these two bills mandates new training for police officers on implicit bias, harm reduction, and de-escalation. The second received endorsements from a large contingent of Pennsylvania’s law enforcement community and will expand background checks on officer applicants and create a database in which departments will share information on each officer’s records and use of force incidents.
